- Scotch® Rubber Splicing Tape 23 is a premium, highly conformable, self amalgamating Ethylene Propylene Rubber (EPR), high voltage insulating tape. Scotch® Tape 23 has a “snakeskin” liner that is easily removed as the tape is applied.
